【TICA投票】Proposal 9（Reg Rule 36.6.1 and 37.2.1）を考える⑨

TICA投票の締切は日本時間11月16日（火）午後2時59分です。

きょうはRegistration Rules 37.1.2.5, 37.6, 37.8.3（Amend Cat V Definitions）を確認します。

これはCrockett、Brooksの両氏と今回の改正案の検討のために設置されたad hoc committee（特別委員会）の共同提案で、最終的にこの提案は取り下げられましたが、今回のメンバー投票「Proposal 9」の賛否の判断をする上で重要なので、敢えて取り上げます。

提案理由は、上記同様、8日（月）のブログ（【TICA投票】Proposal 9（Reg Rule 36.6.1 and 37.2.1）を考える⑥）で紹介したものと同じなので省略します。

また、この改正案にもRules Committee Chair（委員長）による付記がありました。

Rules Chair Note:
It is not my practice to revise rationales (which are supplied by the proposer) but I do feel that the proposal needs some explanation from me to summarise what I understand to be the intent if the proposal passes:

1) Cat V will consist of three breeds that are in Championship (i.e. Bengal, Savannah and Chausie), and it will allow new non-domestics (of the appropriate species) to be registered and used as outcrosses for these Championship breeds.

2) At any stage in the future a breed can choose (by vote of the breed section) to transfer to Cat I. At which point, that breed cannot introduce any new nondomestics to create outcrosses as per Standing Rule 307.6.3 (for clarity, this rule is retained as part of this proposal).

3) Any future new breeds in Category V can incorporate an (as yet) unused nondomestic breed and work their way through the New Breed program.

4) The transfer of the three breeds without a vote of the relevant breed sections to Cat V is permitted by Reg Rule 37.9.5

（提案者から提供される）理由を修正することは私の習慣的なやり方ではありませんが、提案が可決された場合に私が理解する意図を要約するため、この議案に対し私からの説明が必要であると強く感じています。

1） 「Category V」はチャンピオンシップの3つの猫種（Bengal, Savannah and Chausie）で構成され、新しいnon-domestics（適切な種）を登録し、これらのチャンピオンシップの猫種のoutcrossとして使用できるようにします。

2） 将来のどの段階においても、ある猫種は（猫種のセクションの投票によって）「Category Ⅰ」に移行することを選択できます。このとき、その猫種はStanding Rule 307.6.3（明確にするために、このルールはこの提案の一部となっています）に従って、outcrossを作るために新しいノnondomesticを導入することはできません。

3）「Category V」における将来の新しい猫種は、（まだ）使われていないnondomestic breedを取り入れ、新しい猫種創出のプログラムを進めていくことができます。

4）関係する猫種のセクションの投票なしに3つの猫種を「Category V」に移すことは、Standing Rule 37.9.5で認められています。

【参考①】
37.9.5 The Board may vote to change the registration category for a breed at any time this is felt to be in the best interests of the association as a whole. No petition for change by the breed section will be accepted for a period of 1 year following such a change by the Board. After 1 year, the breed section again shall have the authority to change the registration category as provided for in 37.9.1, above.

37.9.5 Boardは、協会全体の最善の利益になると思われる場合はいつでも、猫種の登録Categoryを変更する投票を行うことができる。Boardによるこのような変更後、1年間は、猫種セクションによる変更の申請は受け付けられない。1年後、猫種セクションは、上記37.9.1に定めているように、登録Categoryを変更する権限を再び持つものとする。

37.9.1 A petition for change in the registration category of a breed recognized for championship shall be submitted in accordance with the by-laws; the procedures for proposal and voting on such changes shall follow the requirements established for standard changes.

37.9.1 チャンピオンシップとして認められた猫種の登録Categoryの変更を求める嘆願は、By-Lawsに則って提出されるものとし、そのような変更に関する提案と投票の手続きはStandardの変更に定められた要件に従うものとする。

Registration Rules 37.1.2.5, 37.6, 37.8.3（Amend Cat V Definitions）の具体的な改正内容は明日に紹介します。
