【TICA投票】 Proposal 9（Reg Rule 36.6.1 and 37.2.1）を考える③

きょうは、2020年冬のWinter Board Meeting（1月15～17日）を振り返ります。

Asia East RegionはDirectorが交代し、Ｋ氏に代わって現在のＩ氏がBoardに参加しました。

このBoard Meetingで、紆余曲折を経てStanding Rule 307.6.3の追加が決まります。

20: Motion by Mullem/Stadter to add Standing Rules 307.6.3 (Non-domestic Source Breeds). Motion carried with Hawksworth-Weitz opposed.

Standing Rule 307.6.3 After the transfer of breeds out of Category V to another Category it is no longer possible to register any additional non-domestic source species in the Foundation Registry. The only possible registration is offspring of TICA registered cats with a non-domestic feline in the three-generation pedigree which are only registered with the aim to breed out the non-domestic source species.

36: Motion by Brooks/Hawksworth-Weitz to reconsider the proposal on adding Standing Rule 307.6.3. The vote to reconsider was tied. Fisher voted in favor of the motion and broke the tie. Motion carried with Antenucci, Faccioli, Harrison, Meserve, Mullem, Russo, and Stadter opposed. (see motion 20: Motion)

39: Motion by Antenucci/Meserve to amend motion on adding Standing Rule 307.6.3, to make it effective May 1, 2020. Motion carried unanimously. (see motion 60: Motion)

58: Motion by Brooks/Hawksworth-Weitz to rescind the action taken on adding Standing Rule 307.6.3. Motion denied with Brooks, Brown, Kuo, Mahan, Rudge, and Hawksworth-Weitz in favor.

59: Motion by Brooks/Brown to reconsider adding Standing Rule 307.6.3 effective May 1, 2020. Motion carried with Faccioli, Meserve, Mullem, and Stadter opposed.

60: Motion by Brooks/Brown to amend prior motion to modify the effective date to September 15, 2020. Motion carried with Antenucci, Mullem, and Stadter opposed. Russo: By moving the deadline from May 1st to September 15th, I feel this will give the membership and specific breed groups ample time to comprehend the addition to Standing Rules as well as establish and formulate an approach moving forward.

20：Standing Rule 307.6.3（Non-domestic Source Breeds）を追加するようMullem/Stadterから動議があり、可決。Hawksworth-Weitzは反対。

Standing Rule 307.6.3 「Category V」から他のCategoryに移った後は、追加のnon-domestic source speciesをFoundation Registryに登録することはできない。唯一登録が可能なのは、三代血統図においてnon-domestic source speciesから繁殖する目的でTICA登録された猫が含まれる場合である。

36： BrooksとHawksworth-Weitzの動議による「Standing Rule 307.6.3の追加に関する提案を再検討する」は賛否同数となり、議長であるフィッシャー会長が賛成し可決。動議はAntenucci, Faccioli, Harrison, Meserve, Mullem, Russo, Stadterが反対した。（決議20を参照）

39：AntenucciとMeserveの動議により、Standing Rule 307.6.3の追加に関する決議を修正し、2020年5月1日から有効とする。この動議は全会一致で可決。（決議60を参照）

58: BrooksとHawksworth-WeitzによりStanding Rule 307.6.3の追加修正に関する決議を取り消す動議。動議は否決。Brooks, Brown, Kuo, Mahan, Rudge, Hawksworth-Weitzは賛成。

59：BrooksとBrownが、2020年5月1日よりStanding Rule 307.6.3を追加することを再考するとする動議を提出。動議は可決。Faccioli、Meserve、Mullem、Stadterが反対。

60：BrooksとBrownが、発効日を2020年9月15日に修正する動議を提出。動議は可決。Antenucci, Mullem, Stadterが反対。Russo: 期限を5月1日から9月15日に変更することで、メンバーや特定の猫種グループがStanding Ruleへの追加事項を理解し、今後のアプローチを確立して策定するための十分な時間を与えることができると思う。

上記の経緯を見て分かるように、Asia East Region DirectorのＩ氏は、動議20、36、39に賛成し、58に反対、59、60に賛成しました。 

また、決議60にあるように、Standing Rule 307.6.3の追加は、TICAメンバーの理解を促せるように4カ月半に及ぶ猶予期間を設けることになりました。

しかし、振り返ってもらえれば分かりますが、この間、Asia East Regionで何が行われていたでしょうか。

Asia East Region DirectorはRegionメンバーの理解促進のために何をしたでしょうか。

もしかするとJudgeに対しては詳細な情報提供をしたのかもしれませんが、少なくとも私やアクトクラブ員のBGブリーダーには何の連絡もなく、オンライン意見交換会などの呼びかけもありませんでした。

TICA Asia East Region公式サイトを見てもルール改正の解説や背景説明等の記載はなく、その意味で言えば、現Directorの〝無為無策〟〝不作為〟は厳しく糾弾されて然るべきあると言えるのではないでしょうか。
