Spring Board Meeting TICAルール改正案⑥【速報】で主な審議結果

すでにTICA Spring Board Meetingは始まっており、Zoomを使って一般参加されているTICA Asia East Regionメンバーも少なくないと思います。

いくつか決議も出ていますので、主な審議結果をご紹介します。

【9月4～5のTICA Annual Showは中止へ】

新型コロナの感染状況にもよるでしょうが、Annual Show中止に伴い、9月4～5日ぼ週末はどのRegionでもショーを開催できるようになります。IW表彰プレゼンテーションは2022年1月29日に開催する方向です。

【Board権限の一部をJudging Committeeに移譲へ】

Judgeの昇格等はこれまでJudging Committee（JC）が勧め（あるいは推奨し）、それを受けてBoardが決議して決めていましたが、この権限を将来的にJCに移譲することを決めました。（※JCに関しては多くの改正案が出されていましたが、一部は次回のAnnual Board Meetingに再提出される見通しです）

【Category Ⅴの定義やBG/SV/CUの登録関連】→ 一部可決

17日のブログ、19日のブログ、21日のブログでご紹介した37.2.1の改正案は、賛成7票／反対5票で可決しました。（※37.1.2.5と37.6は撤回されました）

どのDirectorがどのような理由と根拠において賛否の票を入れたのかはメンバーに広く公開すべきであると思います。

特にTICA Asia East Regionにおいては主なBG／SVブリーダーに意見や見解を聞くことはなかったようです。Asia East Region DirectorがBG／SV／CUのブリーダーではないと思われるだけに、どこまでこの動議にかかわる知識を有しているか極めて疑問であり、そうしたDirectorが1票を投じる権利を持っているというのは民主主義の〝負の側面〟が顕在化する典型例でしょう。

【Registration Rule 39.16の追加案】→ 可決

きのうのブログでご紹介した登録のトランスファーに関する改正案は可決しました。（※若干の文言の修正があったようです）

【By-Law 17.4 Breed Committee改正案】→ 否決

5月16日のブログでご紹介した「Duties of the Breed Committees（ブリードコミッティーの責務）」に関する動議は「No Action（＝改正しない）」になりました。

【Experimental Breedの登録に関する改正案】→ 再検討

このブログでは紹介していませんでしたが、Experimental Breed（新たに創出を目指す猫など試行的な猫種）の登録に関する33.3.2と33.3.3.6の改正案は、文言を修正するなど改めて提案してもらうことを前提に撤回され、次回のAnnual Board Meetingで再検討することになりました。（※33.3.1は一部文言を削除して可決）

【By-Law 110.11、110.2などの改正案】→ 否決

これもブログではご紹介していませんでしたが、Boardの投票方法に関する改正案（By-Law 110.11、110.2.1～4を改正し、Standing Rules 1010.1と1010.1.1を削除）は否決されました。（※副会長の役割の規定が曖昧であることを理由とした改正も含まれていましたが、本ブログでその部分は割愛します）

現在の規定ではBoardの投票方法は郵送を基本として規定しているため、これを現在主流になっている電子投票を基本にすべく改正するものでしたが、賛否が分かれ、反対多数で否決になりました。私は、ルールの内容や文言を実情に合わせて修正するものと理解していたので、どうして否決になるのか不思議に思いました。

複数テーマで多くの改正を含む今回のような提案の場合、どれかひとつでも反対であれば、反対を投じることになる可能性もあり、できるだけ分割して提案すべきではないかと思っています。

Article Ten – Board of Directors Action by Electronic Mail Ballot

110.1 Board Ballot. For business conducted between meetings the Board of Directors may take any action within its jurisdiction by mail, fax or any other suitable electronic media in use by the Executive Office.

110.2 Board Ballot Procedures.

110.2.1 Proposals for ballot action may be originated by any Board Member. The proposed action shall be submitted in writing to the Business Manager/Executive Secretary containing a rationale with as full an explanation as possible and a request that the matter be submitted to the Board Members for a vote. The President and Vice President may submit any matter to the Board Members directly. The ballot shall note the date it is mailed sent out, the date it is returnable, and whether it is returnable to the Business Manager/Executive Secretary or the President as the case may be. The ballot shall contain a space for "yes", "no" and "abstain" vote, the date and the signature.

110.2.2 Except as otherwise provided in these By-Laws, adoption of any proposal by electronic mail ballot shall require an affirmative vote of a majority of all Board Members holding office after all Board Members have been balloted for the shorter of a period of 10 days 72 hours from the date the ballot is sent out or 3 days after a majority vote has been attained and the remaining uncast ballots would not affect the outcome of the voting.

110.2.3 Notification. The Board shall be notified of the Board Ballot results within one working day of the ending date of the Ballot and the Ballot result shall be published in the TREND and on the TICA website.

110.2.34 Effective Date: All action by the Board of Directors by mail electronic ballot shall become effective immediately upon adoption unless some other effective date is specified by the By-Laws, Show Rules or Registration Rules of the Association or in the proposal itself.
