【TICA】Winter Meeting 議事録から⑤International（IN）Regionの定義について

【決議21】International（IN）Regionの定義に関するものであり、以下のような規定が追加されました。

Standing Rule 1012.1

Any Country not yet assigned to an existing Region by the Board.

1012.1.1 Assignment of countries to Regions. Countries within the geographical boundaries of an existing Region are assigned to that Region. Countries outside of the geographical boundaries of an existing Region will be designated as International (IN) unless otherwise assigned by the Board to a new or existing Region.

ちなみに現状のIN Regionの構成国・地域は以下の通りです。

Australia
Brunei/Darussalam
Hong Kong
Indonesia
Malaysia
New Caledonia
New Zealand
Philippines
Singapore
South Africa
Taiwan
Thailand
Pakistan

しかし、ここには極めて重大な疑問があります。

Hong KongとTaiwanは「country」ではないという点です。

そもそもHong Kongは既に中国の一都市であり、Taiwanについて言えば、中国は「ひとつの中国」という立場を取っており、日本政府も「国」とは認めていませんし、国連にも加盟していません。

そのことは外務省のHPでも「Taiwan」に関して「Japan-Taiwan Relations has been maintained as working relations on a non-governmental basis」と記載してあるとおりです。

それにもかかわらず、TICAがTaiwanを「country」と認識し、「country」という分類をしていいのかどうか、Boardに於いて極めて慎重かつ丁寧な議論が欠かせないでしょう。
