【重要】TICAのメンバー投票③Propasal 2 投票期間の短縮

Proposal 2: Amend Bylaw 113.2 (Membership Voting Period)

メンバー投票における投票期間を短縮しようという改正案です。

【現在】113.2.3. First class mail postmarked at least 45 30 days prior to the date announced for counting ballots as set forth in the Standing Rules.

113.2.3.2 The method used by an established firm whose business is to conduct electronic voting for stockholders, memberships organizations and the like, which utilizes security in such elections. At least 45 30 days, prior to the date announced for counting the ballots, shall be allowed for return of ballots. Further specific procedures relating to such electronic voting shall be set forth in the Standing Rules.

これまでは郵便でやり取りしていましたが、最近はオンライン投票できるようになったことから、投票期間を現在の「少なくとも45日間」から、「少なくとも30日間」に短縮しようというものです。

その根拠ですが、TICAでは最近のメンバー投票する人がほとんどオンライン投票していること（4500人以上の投票者のうち郵便は6人）、さらに投票の8割が4週間で投票していたことを挙げています。

賛成意見は「すでに多くのメンバーがオンライン投票に移行し、郵便の遅配の影響も受けないから短縮すべき」としています。

反対意見は「投票期間が減る」となっていますが、はっきり言ってこれは反対意見とは言えないでしょう。

「少なくとも45日間」が十分であるか、これを「少なくとも30日間」にしても十分な投票期間であるかは、ひとえにメンバーがルール改正の趣旨を理解し、賛否の判断を下すのに十分であるかどうかということに尽きるはずです。

ボードミーティングの審議の中で、この観点での議論があったかどうか分かりませんが、少なくとも賛成意見・反対意見として挙げておくべきだと思います。

このルール改正は、単にシステムだけの問題ではないことを強調しておきたいと思います。

改正に賛成なら「Yes」、反対なら「No」にチェック✓を入れます。

ちなみにボードミーティングでは「異議なし」で可決されています。
